ENAIRE Directorate General is committed to achieving the highest standards in quality, security, occupational risk prevention and environmental protection.

Integrated Management Policy

ENAIRE is firmly committed to excellence in the provision of its services, with the aim of ensuring the development of safe, efficient and sustainable air transport while balancing its stakeholders' needs and expectations (customers, government bodies, employees, suppliers and society in general).

In order to achieve this, the ENAIRE General Directorate has a comprehensive management system in place to guarantee the highest levels of quality, safety, occupational risk prevention and environmental protection (based on Regulations ISO 9001, ISO 14001 and OHSAS 18001, as well as EU Regulation 1035/2011) certified by AENOR. The Management System Policy sets out a list of principles to be used by all personnel as a guide and frame of reference in carrying out their activities. The main actions carried out within the scope of this system are:


The purpose of Operational Safety is to minimise Air Navigation's contribution to aviation risks that could result in accidents or incidents. A proactive and systematic approach is used to identify dangerous situations by analysing the risks caused by changes in the Air Navigation system as well as operational or technical incidents that could have a significant negative effect on safety, and monitoring previously-defined safety levels that make it possible to determine the point at which the relevant safety levels are no longer met.

Once these dangerous situations have been determined, Operational Safety, as part of ENAIRE's Management System, ensures that corrective measures are adopted to eliminate or mitigate them, and makes sure the lessons learned are shared, with the aim of raising safety awareness among ENAIRE staff and securing their involvement in helping to improve the safety of the service provided.

It is of fundamental importance for Operational Safety to generate an environment with a Culture of Fairness, working to identify circumstances, causes and consequences in a blame-free manner in order to prevent future incidents, rather than determining or establishing guilt or responsibility, except in cases of fraud or serious negligence. Operational Safety therefore seeks to enhance the Air Navigation Culture of Safety by means of notification, learning, information and flexibility when it comes to implementing the changes deriving from the safety lessons learned.


The key to quality is based on identifying stakeholders' needs and expectations , as well as the process-based approach within the organisation. At ENAIRE we measure and analyse the results of the service we provide and our internal processes, in addition to handling communications with our clients (queries, suggestions, complaints, claims), which provide us with a better understanding of what they think about us, and periodically carrying out quality studies , which we view as a fundamental part of our approach for continuous improvement.

The ATC Training process, which manages the training of our air traffic controllers , is included in the Management System.

Physical Safety

The Air Navigation Directorate takes a comprehensive and integrated approach to the issue of Physical Safety, ensuring that its facilities, staff, systems and operational data needed to provide A.N.Services are protected from any unlawful interference. To this end, protection studies are carried out, risks are analysed, and the measures required to reduce these to an acceptable minimum level are put in place. Staff training and awareness-raising on safety issues is continuously provided, and physical safety incidents are reported and dealt with, with actions and procedures required in order to recover from and reduce these problems being identified in order to prevent them from recurring. All of these initiatives mean that all applicable national and international regulatory requirements are met.


Part of ENAIRE's social commitment involves environmental responsibility .

In order to fulfil this commitment, we work to reduce our consumption of electricity, water, fuel and other natural resources, minimising waste generation and reducing spillage at our facilities and work centres. We also work to minimise the environmental impact of our services in two key projects: implementing continuous descent approaches (CDA) and applying air space restructuring measures, both of which are aimed at reducing pollution due to CO2 emissions.

To achieve this, we carry out an environmental analysis of our activities and infrastructures, we have put in place environmental control measures, we promote staff environmental training and awareness-raising, we monitor and measure environmental factors and we use mechanisms to assess and improve the organisation's performance and environmental management.

Workplace Risk Prevention

Our continuous and priority aim is to promote our employees' health and safety . To this end, we promote a strong culture of prevention at all levels in the company and integrate workplace risk prevention into our activities and processes.

We communicate and coordinate in the most appropriate manner with the external companies working in our centres or related to our activities, to help us meet our commitment to prevent damages and ensure continuous improvement in workplace risk prevention.

We participate in research and development projects on new prevention techniques in collaboration with external agencies, authorities and institutions.

ATS contingencies

ENAIRE guarantees its commitment to the planned management of contingencies in its Air Traffic Services, dealing with any incident which might lead to significant deterioration or interruption of operations. It has established for this:

  • An operational concept of contingencies, defining the contingency strategies adopted according to the structure of ATS offices, the services provided and the available resources.
  • The promotion within the organisation of the strategies and principles adopted in the defined operational concept.
  • A process for the planning, introduction, analysis, monitoring and improvement of the contingency plans of ATS offices, collaborating with the parties involved (airports, collateral ATS offices, other air navigation service providers, airspace users and other related bodies such as CFMU).

All of this represents added value by offering users a mechanism which anticipates and responds to any contingencies which arise during the provision of air traffic services.
