Óscar Royano, new Director of ENAIRE's Southern Region
As of today, Óscar Royano is the new Director of ENAIRE's Southern Region, taking over from Carlos Caspueñas, who has led the region since May 2021.

ENAIRE's Southern Region covers an airspace of 179,000 square kilometres, encompassing Andalusia, the province of Badajoz, part of Ciudad Real, Albacete, and Murcia, the Bay of Cádiz, the western Mediterranean, as well as Ceuta and Melilla.
The Southern Region is a highly unique airspace due to the large number of areas designated for military and civil training, drone operations, and environmental protection, such as Doñana National Park, where overflights are prohibited.
During his tenure, Carlos Caspueñas, along with the regional team, successfully implemented and put into service MIDAS in November 2023. This project restructured the approach at Málaga-Costa del Sol Airport to improve its operability, achieving great success in terms of reduced delays, emissions, and, most importantly, better safety indicators. In addition, significant changes have been made to the airspace structure of the region, particularly around Jerez, Seville, and the Alboran Sea. ENAIRE has also modernised its communication systems under his management.
Team manager and auditor
As of today, Óscar Royano takes over as the new Director of the Southern Region. He has a long career in the industry, with extensive experience as a team manager and project auditor. Óscar Royano holds a degree in Physical Sciences from the University of Seville, completed a programme in Quality Management from the Confederation of Employers of Andalusia, and an Executive MBA from the Escuela de Organización Industrial (EOI).
His career began at the SGS Group as head of the Management Systems Consulting Department. In 2004, he became the lead certification auditor for SGS ICS Ibérica, part of the SGS Group, where he conducted over 500 certification audits to evaluate management systems (quality, environment, corporate social responsibility) in companies across various sectors.
In 2008, when he joined Aena as a quality technician for the Southern Region, he began his journey at ENAIRE. In 2009, he took over the newly created Support Unit of the Southern Region, being tasked with coordinating every aspect of the Integrated Management System: ATS service provision, CNS services, ATC training, environmental management, as well as the management of inspections by the Spanish Aviation Safety Agency (AESA).
In July 2022, he was appointed Head of the Personnel and Administration Division of ENAIRE's Southern Region.
He has also collaborated in various master’s programmes and specialisation courses, such as the Master’s in Air Navigation Services Management organised by ENAIRE, the Autonomous University of Madrid, and the Polytechnic University of Madrid; the Fundamentals and Planning of Air Navigation Services Specialist Course, organised by ENAIRE and ICAO; several editions of the Master's in Environmental Management and the Executive MBA, organised by the Escuela de Organización Industrial, as well as in the training accredited by IRCA for lead auditors of management systems.
