System operation, maintenance and supervision

At ENAIRE, we have a large team of specialised experts who carry out essential tasks in the provision of air navigation services.

For a facility to provide services at the required quality, it must meet initial requirements before entering operation. To ensure this, ENAIRE’s technical operations engineering staff prepare a joint acceptance protocol to verify that a facility meets the technical and functional requirements for which it was designed and is ready for technical operation as soon as the service starts.

The CNS (communications, navigation, and surveillance) services and those associated with ATS (air traffic services) systems are then configured, and a determination is made in terms of whether the facility’s performance meets expected standards.

ENAIRE has also developed tools to calculate air navigation service parameters, allowing analysis of service quality and, based on the data obtained, proposing any necessary modifications to the facilities.

ENAIRE's operations engineering staff also provide the following services:

Planning and coordination
Logistics management of air navigation system elements
Management of repairs for system components
Management of calibrations and repairs of measuring equipment

Once a facility is cleared for operation, ENAIRE’s maintenance team takes over. Following the common requirements established by European legislation, their goal is to ensure that CNS services and those associated with ATS systems are provided at the defined quality level, maximising availability and continuity in a safe, efficient, and economically sustainable environment.

To this end, preventive, corrective, adaptive, and perfective maintenance activities are carried out in one of three possible ways:

Locally: in the same place where the facilities are located.
Remotely: from one of the sites associated with air traffic control units, using RMMS (Remote Maintenance Monitoring System).
Remotely: from various centres within ENAIRE’s regional units and departments.

Following the operations and maintenance teams is the supervision team, responsible for another critical aspect: real-time monitoring and control of air navigation systems and services. This team performs maintenance, replacement, monitoring, switching, or remote shutdown of equipment.

ENAIRE has an extensive network of equipment that allows remote monitoring and control of systems and services, supported by personnel with the qualifications and knowledge required to help maintain high standards of service availability and continuity.

This activity enables technical staff to restore services as quickly as possible after any disruption, generally carried out in four phases:

Monitoring

Detection of scheduled and unscheduled incidents.
Control

Tasks required to restore the service.
Information

Of any potential incidents detected affecting users of air traffic control facilities and the specialised maintenance staff responsible for them.
Registration

Of the incidents detected for the purpose of subsequent analyses aimed at improving the delivery of system monitoring and control services, as well as maintenance and technical operations engineering.
