Governance and Management Model is presented as a circular organisational diagram. In the top right corner, there is a note stating that the model has been defined based on the UNE-ISO 37000 standard on Organisational Governance, the ISO High-Level Structure, the PDCA (Plan-Do-Check-Act) continuous improvement cycle, and the EFQM Model.
Structure and Components of the Governance Model
The model is organised around a central core and divided into two main layers:
1. Central core
At the centre of the diagram is a white circle containing the text “STATUTE and PURPOSE”. This core represents the legal framework and the raison d’être of the Entity.
2. Circular layers
Around the core, the elements are arranged in two concentric layers:
2.1 First circular layer: The elements are organised according to the Leadership and PDCA cycle (Plan, Do, Check, Act) classification criteria. This circular layer is further divided into eight sectors:
The first sector is shaded dark navy blue and includes the following elements: “Leadership, Governing and Management Bodies, Delegation of Authority, Accountability”
According to the legend, this colour represents “Leadership”.
The second sector is shaded medium-dark blue and includes: “Code of Ethics, Policies, Contribution to Sustainable Development Goals”
This colour represents “Plan”.
The third sector is also shaded medium-dark blue and includes: “Strategy, Risk Identification, Plans”
This colour represents “Plan”.
The fourth sector is shaded medium blue and includes: “People, Technology, Processes, Organisational Performance”
This colour represents “Do”.
The fifth sector is shaded medium-light blue and includes: “Monitoring and Data Tracking”
This colour represents “Check”.
The sixth sector is also shaded medium-light blue and includes: “Risk Management, Compliance, Audit”
This colour represents “Check”.
The seventh sector is shaded light blue and includes the following elements: “Decision-Making and Continuous Improvement”
This colour represents “Act”.
The eighth sector is shaded light blue and includes: “Creating Long-Term Sustainable Value, Resilience, Transformation and Innovation”
This colour represents “Act”.
In the top right corner, just below the text referring to the sources of the model, a colour legend is shown, indicating:
- Navy blue: Leadership

2.2 Second circular layer: This outer, light-grey circular layer contains the elements that cut across the entire organisation. These are arranged in four blocks around the circle:
- Values and Culture (top right).
- Stakeholders (bottom right).
- Communication and Transparency (bottom left).
- Corporate responsibility (top left).
