Our strategy is defined in the 2030 Flight Plan, which identifies the goals we must achieve to adapt to the challenges of the aviation sector and remain leaders in air navigation management at European and global level.
The ‘2030 Flight Plan’ is ENAIRE’s strategic roadmap for the 2026–2030 period and represents an evolution and strengthening of the objectives set out in the ‘2025 Flight Plan’, with a renewed focus on the key areas that drive ENAIRE’s competitiveness in the air navigation sector at both national and international level, underpinned by a strong commitment to teamwork.
The process of drawing up this Strategic Plan was carried out through a collaborative approach, integrating the perspectives and key contributions of ENAIRE’s main stakeholders, notably the organisation’s own professionals, as well as its principal clients and strategic partners, thereby ensuring a comprehensive and agreed vision of ENAIRE’s future strategy. During the approval process, the draft Plan was presented to ENAIRE’s trade union representatives and to the main regulators and public entities with which ENAIRE interacts, as a demonstration of transparency and commitment.
The final approval of the ‘2030 Flight Plan’ by Order of the Minister for Transport and Sustainable Mobility, granted on 19 March 2026, following its prior approval by the ENAIRE Governing Board on 19 December 2025, ratifies a document that reflects the consensus and participation of the key stakeholders in the entity’s future.
In the 2030 Flight Plan, the Strategic Objectives that will govern ENAIRE’s activity in the coming years have been reviewed and updated, guiding strategy, decision-making and resource allocation across the organisation. Sustainable mobility, digitisation, efficiency, innovation and internationalisation form the core pillars on which the strategy is built, in order to continue to be a benchmark for efficiency and competitiveness, while maintaining safety as the main strategic priority.

Between 2017 and 2020 our business strategy was governed by the 2020 Flight Plan, approved by the Governing Board in April 2017 and revised in October 2018.
This Plan represented a major modernisation and transformation project for our organisational culture, with ENAIRE’s people as the main driving force behind change, and with the aim of preparing us for the major challenges ahead.
In 2020, as a result of the severe COVID-19 crisis, we refocused our efforts to ensure the company’s economic viability and safeguard all ENAIRE jobs, which required us to adjust the roadmap during the final year of the plan.
Among the main achievements of PV2020 were: the incorporation of new technologies that improved operational flow, especially in the most congested areas and under adverse conditions; ENAIRE’s commitment to sustainable growth, which delivered significant environmental benefits; the reduction of the en-route charge between 2018 and 2020 by 29% on the Spanish mainland and 25% in the Canary Islands, placing us among the lowest of the main European providers and thereby improving the competitiveness of Spanish air transport; the investment of 360 million euros during the period in the roll-out of PV2020, demonstrating the company’s commitment to anticipating the future of air traffic management and confirming its position as one of the leading providers at European and global level.
Later, the 2025 Flight Plan (2025FP) became ENAIRE’s Strategic Plan for the 2021–2025 period, as it set out the organisation’s roadmap for renewing and adapting to the structural changes that are transforming the air navigation sector, continuing the transformation and modernisation process initiated by the 2020 Flight Plan (2017–2020).
It was approved by ENAIRE’s Governing Board in April 2021 and updated in December 2023 to reflect new forecasts and developments in the sector and those arising from its projects and/or services.
Although safety will always be ENAIRE’s main strategic priority, the 2025 Flight Plan also included other key workstreams designed to meet the challenge posed by the Digital European Sky, aimed at greater efficiency, digitisation and sustainability. These included sustainable mobility, digitisation, efficiency, innovation and internationalisation, the development of which allowed us to become more efficient and competitive.
ENAIRE remains strongly committed to excellence in the provision of its services, with the aim of promoting the safe, efficient and sustainable development of air transport and balancing the needs and expectations of our clients, as well as public administrations, partner companies and all societal stakeholders involved in our activities.
The Integrated Management System, applied to all ENAIRE units and services, enables the management of multiple aspects of business operations. Its implementation seeks to eliminate redundancies and improve efficiency; it is certified by the Spanish Aviation Safety Agency (AESA) and by an accredited body that guarantees the achievement of the highest levels of safety, quality, occupational risk prevention and environmental protection, meeting the requirements set out in applicable legislation, such as European Regulation 2017/373, and voluntarily adopted standards (ISO 9001, 14001 and 45001).
The Integrated Management System Policy sets out a series of principles that serve all ENAIRE personnel and partners as guidance and a reference framework in the development of our activity.
