A6 Alliance
The A6 Alliance brings together the main air navigation service providers (ENAIRE, DFS, NATS, DSNA, ENAV, Skyguide, COOPANS, and PANSA/B4) to coordinate their activities in SESAR and to undertake initiatives within the framework of the development of the Single European Sky, thereby increasing their weight and influence in the European Commission’s regulatory processes, while also leveraging synergies and opportunities among Alliance members in new initiatives.
The A6 was established in June 2011 through the signing of a Memorandum of Cooperation. In July 2015, the A6 members updated this memorandum due to new activities and emerging services that went beyond the original scope of action (SESAR 1), as well as the inclusion of new members (the COOPANS Alliance and the B4 consortium led by PANSA).
In June 2023, the members of the A6 Alliance signed a new revision of the Memorandum of Cooperation, with the integration of Skyguide, ensuring the continuation of collaboration within the coalition of air navigation service providers, which represents and manages 80% of Europe’s air traffic management (ATM) network. This collaboration covers programmes such as SESAR 3, as well as the SESAR deployment phase (managed by the SESAR Deployment Manager, SDM), and other potential services to be provided, such as NewPENS, Data Link Services, SWIM, Surveillance Services, and others.

ICAO
The International Civil Aviation Organization (ICAO) is a United Nations agency that has helped 193 countries cooperate and share their airspace for mutual benefit since its creation in 1944, through the signing of the Chicago Convention.
As a founding state of ICAO, Spain has been a continuous member of the ICAO Council since 1951, one of ICAO’s two governing bodies, which provides ongoing guidance to the Organization’s work and adopts international Standards and Recommended Practices, incorporating them into the Annexes to the Chicago Convention.
ENAIRE participates in ICAO by providing support to Spain's Civil Aviation General Directorate, both institutionally and by contributing its technical and operational knowledge in:
• The review of institutional, technical, and operational documentation developed by ICAO.
• The preparation for and attendance at high-level meetings and events such as the Council, the Assembly, and the Air Navigation Conference.
• Participation through technical and operational experts in various ICAO Panels (groups of experts in various disciplines that ensure that new or improved Standards and Recommended Practices are effective and practical for end users).
It is also worth noting, in the context of improving the safety and efficiency of operations in the South Atlantic air corridor—which passes through the Flight Information Regions of Canary Islands, Oceanic Dakar, Recife, and Oceanic Salvador—that ENAIRE, as the body responsible for ICAO’s South Atlantic Monitoring Agency (SATMA), manages the monitoring of Reduced Vertical Separation Minimum (RVSM) between aircraft.
International forums
ENAIRE participates in international forums that foster global and consensus-based evolution among the stakeholders involved (regulators, air navigation service providers, institutions, and industry).
