Operational safety

It helps reduce incidents and accidents in the air transport sector, directly impacting the safety of our clients (airlines) and society (passengers).

Operational safety is our top priority. As the air navigation service provider, we work every day to guarantee the safety of our operations. To this end, we have a solid Operational Safety Management System (SMS) that enables us to manage risks effectively and ensure compliance with both national and international regulations.

This system is built on three key pillars:

Incident Investigation
Analysis of changes that may affect safety

We foster a Safety Culture based on trust, built on our Just Culture policy, where every professional can openly report risks or errors without fear, always with the aim of improving and learning. However, we do not tolerate deliberate or intentional breaches, nor actions, omissions or decisions that are inconsistent with the training, responsibility or experience of ENAIRE personnel.

Our goal is clear: to integrate safety into all our operations and decisions, ensuring the highest level of effectiveness and protection for air traffic.

Safety indicators

At ENAIRE, we continuously measure safety through key indicators that enable us to assess the state of operational safety. The three indicators used are shown below:

Effectiveness of Safety Management

The Effectiveness of Safety Management (EoSM) indicator, or safety maturity indicator, measures the degree of implementation of five safety management objectives:

Safety policy and objectives
Safety risk management
Security guarantee
Promoting security
Safety culture

This key safety indicator is defined and applied at a European level, with the aim of promoting standardisation and the adoption of good practices to improve operational safety overall.

Weighted Safety Level

The Weighted Safety Level (WSL) is an indicator that considers the number of safety incidents that occurred within the airspace under ENAIRE’s responsibility, weighted by their severity, in relation to the total number of controlled flight hours throughout the year.

Monitoring safety performance at the European level

The European Union Aviation Safety Agency (EASA) and the Performance Review Body (PRB) of the Single European Sky, designated by the European Commission, are responsible for monitoring the safety performance of air navigation services.

Each year, the European Commission publishes a monitoring report on air navigation services within the framework of the Single European Sky (SES), covering EU Member States, Norway and Switzerland. This report includes a detailed review of air navigation services and network functions.
