• This result confirms ENAIRE’s position as a leader and benchmark in air traffic safety management in Europe
• ENAIRE’s Safety Management System achieved this result following a new assessment cycle under a more demanding indicator
• The indicator takes into account Safety Culture, Safety Policy and Objectives, Safety Risk Management, Safety Assurance, Safety Promotion and Interdependencies
ENAIRE, Spain’s national air navigation service provider, has once again achieved, for the sixth consecutive year, the highest possible rating (100%) in the European Commission’s key safety performance indicator, Effectiveness of Safety Management (EoSM), for 2025. This key performance indicator measures, at European level, the maturity of the system and the effectiveness of the processes and tools established by the service provider to improve safety.
ENAIRE achieved the highest possible level (100% maturity) for its Safety Management System across all six components: Safety Culture, Safety Policy and Objectives, Safety Risk Management, Safety Assurance, Safety Promotion and Interdependencies.
ENAIRE’s achievement of 100% in this indicator every year since 2020 confirms the national air navigation service provider’s leadership and its position as a benchmark in Europe for air safety management.
The rating is particularly significant because 2025 marked the start of the fourth reference period (RP4), covering 2025–2029. For the assessment of the Effectiveness of Safety Management (EoSM) indicator, this new cycle introduced a new questionnaire, considerably more demanding than the one used in the previous period, with the aim of driving convergence among European air navigation service providers towards even more demanding common operational safety standards.
ENAIRE’s results therefore not only confirm that the national air navigation service provider has exceeded this year’s targets, but also that it achieved the maximum level in all the components assessed from the first year of the new reference period (RP4), even surpassing the targets set by the European Commission for the final year of the period.
Safety comes first
This recognition is the result of the daily work of ENAIRE’s professionals, guided by its mission to provide safe, high-quality, efficient and environmentally responsible air navigation services, with the aim of making ENAIRE a global operator and a leader in the air navigation sector.
ENAIRE makes safety the first and foremost objective in its Strategic Plan, Flight Plan 2030, strengthening safety with particular focus on safety culture, human factors, cybersecurity and emerging risks.
Based on the principle that safety must be the central and distinguishing feature of its services, ENAIRE works proactively to ensure that its Safety Management System (SMS)—the set of policies, procedures and resources adopted by the organisation for the systematic and rigorous management of operational safety—achieves the highest standards of excellence.
Commission Implementing Regulation (EU) 2019/317 sets binding performance targets organised into reference periods, designed to assess and improve the provision of air navigation services and network functions at European level. These targets align all stakeholders around common goals, promoting consistency and continuous improvement across the system.
In Spain, the Spanish Air Safety Agency (AESA) audits and supervises the responses provided by air navigation service providers and submits the final assessment to the European Union Aviation Safety Agency (EASA), which is responsible for ensuring that the process is carried out consistently in all countries in accordance with Regulation (EU) 2019/317.
