Departure (ATFM) slot exemption. For medical, humanitarian and/or critical vaccination transport flights.
PURPOSE
IFR flights departing from airports located in Spain are eligible for ATFM exemptions as laid out in Article 29 of Royal Decree 1180/2018.
And as established by the European Aviation Crisis Coordination Cell (EACCC) on 12/01/2021, this includes the use of ATFM exemptions for critical flights carrying COVID-19 vaccines.
Specifically, ATFM exemptions with the STS/ATFMX designator are allowed in the following cases:
- Medical flights that are specifically declared by health authorities, including flights to transport organs or transplant staff, and positioning flights if required by the situation ("STS/HOSP" designator)
- Flights operated for humanitarian reasons ("STS/HUM" designator)
- Flights to transport vaccines and that are considered critical, those whose delay could jeopardize the vaccine ("RMK/VACCINE" designator)
The flight operator must file with ENAIRE the departure slot (ATFM slot) exemption form for medical, humanitarian and/ or critical vaccination transfer flights using the following form, providing complete information on the operation, as well as proving the nature and urgency of the flight by means of a certificate, as appropriate, from the medical team that is caring for the patient (Medical Certificate), from the person responsible for the transplant (Transplant Operation Certificate), or authorisation by the AEMPS (Spanish Agency of Medicines and Medical Devices) (Authorisation for critical transfer of vaccines1) or from the United Nations Agencies or other organisations responsible for the humanitarian programmes or activities in which the flight is involved. In this last case, a certificate form is also available for the operator to use if it does not have its own (Certificate of Humanitarian Activities).
FILING PERIOD
The form and documentation must be submitted 24 hours before departure or, exceptionally, within the next 72 hours when the nature of the flight does not allow such advance notice.
